A sondagem, chamada “O que pensa o pesquisador brasileiro sobre a burocracia?”, foi realizada entre novembro e dezembro do ano passado e ouviu 301 pesquisadores que coordenam projetos de pesquisa em 34 universidades federais, distribuídas em 23 estados e o Distrito Federal. O estudo foi feito com o apoio do Ministério da Ciência, Tecnologia, Inovações e Comunicações (MCTIC), da Associação Nacional dos Dirigentes das Instituições Federais de Ensino Superior (Andifes) e Serviço Brasileiro de Apoio às Micro e Pequenas Empresas (Sebrae).</div>

Responsável pela pesquisa, o presidente do Confies, Fernando Peregrino, disse que o excesso de burocracia traz perdas significativas à atividade de pesquisa e o desenvolvimento (P&D) do País. Conforme disse, em cada universo de 10 cientistas, os serviços burocráticos consomem o tempo de três pesquisadores.</div>

Para o dirigente do Confines, o resultado da sondagem “é preocupante”, já que 75% dos projetos são financiados pelo setor público. Ou seja, são regidos pelas regras de gestão burocrática do próprio governo.</div>

“Trata-se de um desperdício em um país que tem dez vezes menos pesquisadores por 100 mil habitantes em atividade na comparação com a maioria das nações que alcançaram o desenvolvimento”, destacou Peregrino.</div>

Segundo ele, o excesso de burocracia encarece o custo da pesquisa e a torna lenta em uma área dinâmica e que enfrenta uma forte competitividade internacional. “Essa é uma corrida de Fórmula 1 e, nessa corrida, nós brasileiros vamos de fusquinha”, comparou.</div>

Segundo ele, os trâmites burocráticos que retardam o andamento das atividades de pesquisa derivam da complexidade e excesso de legislações, e de dificuldades que os pesquisadores enfrentam na gestão dos projetos, principalmente no poder de compra dos materiais e de importação de bens e insumos utilizados nos laboratórios.</div>

“São regras muito rígidas impostas para o pesquisador conseguir atender o plano inicial do projeto de pesquisa”, lamentou.</div>

Peregrino afirma que, tradicionalmente, o plano de uma pesquisa inovadora sofre com as oscilações do mercado e com as inovações que aparecem pelo meio do caminho. “A gestão de um projeto de pesquisa é diferente de um projeto de construção de um imóvel, porque a pesquisa é inovação, sempre vai aparecer algo novo”, disse.</div>

Apesar dos problemas burocráticos, a pesquisa aponta que 65% dos pesquisadores têm interesse de empreender o resultado de sua pesquisa, com ou sem apoio do governo. Enquanto, 78% afirmam que a pesquisa financiada com recursos públicos deve ser comercializada.</div>

O secretário de Políticas e Programas de Pesquisa e Desenvolvimento do MCTIC, Jailson Bittencourt de Andrade, analisou o resultado da pesquisa e disse que a percepção geral do pesquisador é de que a burocracia aumentou, embora a amostragem da pesquisa seja concentrada somente nos pesquisadores que têm projetos nas fundações de apoio às Instituições de Ensino Superior (IFES) associadas às Fundações de Apoio à pesquisa. “Esse ainda é um universo bem restrito”, disse.</div>

Andrade informou que o titular da pasta do MCTIC, Gilberto Kassab, vem trabalhando para minimizar esses problemas na atividade de pesquisa, juntamente com ministérios e outros órgãos.</div>

Para o secretário do MCTIC, essa sondagem, contudo, sinaliza a percepção de que a burocracia é generalizada na atividade de pesquisa e que até aumentou nos últimos anos, em todos os níveis da esfera federal. Para ele, em muitos casos, os entraves estão atrelados às ações do Tribunal de Contas da União (TCU).</div>

Conforme relatou Andrade, também existe burocracia excessiva na esfera estadual, principalmente nas Fundações de Amparo à Pesquisa (FAPs), que, em muitos casos, está associada ao Tribunal de Contas dos Estados. “É outro tipo de burocracia”, disse. Acrescentou ainda que também nas universidades estaduais existe outra hierarquia de burocracia, fator que também repercutido na atividade de pesquisas nos municípios.</div>

Para o secretário do MCTIC, o ideal é aprofundar a percepção do pesquisador sobre a burocracia em suas atividades, ampliando o universo da pesquisa em todos os níveis, porque o foco do trabalho do pesquisador é a pesquisa.</div>

Andrade lembrou que a reunião do colegiado do Conselho de Ciência e Tecnologia (CCT), na última terça-feira, 24, na sede do CNPq, em Brasília, abordou a questão da burocracia e destacou que o Marco Legal faz parte de uma das comissões temáticas estabelecidas pela Comissão de Coordenação do CCT. O novo Marco Legal da área de CT&I foi aprovado por unanimidade no Congresso Nacional e sancionado em janeiro de 2016, com oito vetos.</div>

As Chair of the INORMS Council it is my responsibility to initiate a process to call for <b>Expression of Interest</b> to host the 2020 INORMS Congress and I am writing to you in this capacity. The hosting of INORMS 2020 was discussed at our Congress in September where the following arrangements were agreed.</div>

Individual (or groups of) Associations may submit a proposal to the Council for considerations of the 2020 INORMS Congress location. The proposal shall, at a minimum, consist of:</div>
<div style="line-height: 19px;">

<div style="line-height: 19px;">
· <b>The location of the host city and an outline of Congress accommodation options;</b></div>
<div style="line-height: 19px;">
· <b>The programmatic theme or vision;</b></div>
<div style="line-height: 19px;">
· <b>A guarantee, signed by the current Association(s) President(s) involved that the Association(s) shall be responsible for all fiscal and programmatic obligations of the entire meeting. An Association planning to host must demonstrate that they have sufficient means to shoulder the financial risk, which may include partnering with another Association that has sufficient reserve funds;</b></div>
<div style="line-height: 19px;">
· <b>Consideration shall be given to nurturing and developing of emerging Associations in the support of the Congress; and</b></div>
<div style="line-height: 19px;">
· <b>Consideration shall be given to the capacity and capability of the Association(s) to host the Congress.</b></div>

Expressions of Interest in no more than ten (10) pages must be submitted electronically to the ARMS Executive Office <a href="https://www.blogger.com/null" style="color: #222222; text-decoration: underline; word-wrap: break-word;">admin_officer@<wbr></wbr>researchmanagement.org.au</a> by no later than <b>Friday 24th February 2017</b>. The INORMS Council will then consider the proposals and will vote to determine the successful bid. The Council reserves the right to request a presentation by shortlisted proponents which will be conducted by teleconference or video conference.</div>

Finally, I had hoped to convene a teleconference of the INORMS Council before the holiday break but realise that this will be too difficult with many people now away. I would like to delay this until early in the New Year.</div>

Um mundo de capacitação e troca de ideias se concentrou por lá. </span></span></div>

Neste congresso as melhores práticas ligadas ao gerenciamento de equipes, montagem de orçamentos e negociações internacionais foram largamente discutidos. </span></span></div>

Desde 2009 atuo em projetos de pesquisa e poucas foram as ofertas de formação na área de gestão que tivessem a pesquisa científica como eixo central.</span></span></div>

E conhecer a corajosa Marianne Hasssan, que se mudou para a Khalifa University, em Abu Dhabi falando na palestra </span><span style="font-size: 14.6667px; font-style: italic; vertical-align: baseline; white-space: pre-wrap;">International Awards: From Both Sides of the Table</span><span style="font-size: 14.6667px; vertical-align: baseline; white-space: pre-wrap;">, onde ela contou sua experiência de negociar com diferentes países. Uma das práticas que ela compartilhou foi sua preocupação quando um pesquisador diz que desenvolverá um projeto em colaboração com outro país, “Eu não estou interessada se o colaborador tem conhecimento técnico para conduzir a pesquisa. Certamente isso já foi avaliado pelo professor da minha universidade. Mas quero saber quem é o staff dele, como trabalha seu escritório de apoio. Quais são as regras daquele país para contratos e sub contratos.” Tive a certeza de estar no lugar certo.</span></span></div>

E acredito que se nos organizarmos e aproveitarmos uma rede voltada para a construção, como esta que temos na BRAMA, seremos ainda mais produtivos. </span></span></div>

Esta Associação tem como objetivos principais: a) valorizar a profissionalização do gestor de pesquisa; b)promover capacitações sobre vários dos aspectos próprios das atividades de gestão de pesquisas: gestão financeira, ética e integridade, promoção da interdisciplinaridade, qualidade de projetos de pesquisa, avaliação, processos de fomento, transferência de tecnologia e proteção de autoria, relações interpessoais.<br />
<br />
Em agosto inicia um evento de capacitação introdutória de gestão de pesquisa, por EAD, com apoio da SRAi e NCURA (EUA) e de associações irmãs da Austrália, Reino Unido, Dinamarca. Em novembro de 2015, em Porto Alegre, ocorrerá o primeiro Congresso da ABGEPq.<br />

A comunidade de gestores profissionais de pesquisa se espalha pelas Universidades e demais Instituições de Pesquisa e pelo pessoal técnico de agências de fomento. Os processos de fomento poderão ser muito aprimorados com a atuação de excelentes gestores assessorando os pesquisadores. Nas agências de fomento, a qualificação do pessoal da área técnica também é desejável.<br />

The traditional Key point indicators (KPIs) are no longer sufficient to demonstrate the impact of research, especially in terms of “return-on-investment“. Governments are driving research universities to better demonstrate the impact of their investments using advanced tools, metrics and methodologies. Large sums of research funding are allocated based on research performance as evidenced by research metrics. Global ranking systems, e.g. ARWU, QS and THE, have already implemented various research impact (bibliometric) KPIs and used them to assess and compare global universities.</span></span><br />

NCURA (National Council of University Research Administrators), criada em 1959, possui aproximadamente 7.700 associados, gestores profissionais de pesquisa. Trata-se de uma organização muito ativa nos EUA, e aparentemente mais focada na gestão de pesquisa em Universidades. Além da reunião anual, promove inúmeras formas de capacitação dos gestores, inclusive com workshops que viajam até as Universidades, conforme seus interesses. A outra associação também originária dos EUA é a SRAI, aparentemente com uma atuação mais internacional e mais abrangente, além das Universidades. Muitos gestores são associados às duas organizações e todos se reúnem bi-anualmente na reunião da INORMS (International Network of Research Managers Societies), a próxima em Washington, de 10 a 13 de abril.</div>

Worshop, sábado, 15/03</div>

Aproximadamente 100 pessoas, divididas em mesas redondas com 6 participantes, com material disponibilizado previamente, com vários estudos de casos sobre gerenciamento de projetos de pesquisa.</div>

A discussão e aprofundamento são muito técnicos, a abordagem é muito séria e profissional. Chama a atenção a quantidade de regras e instruções legais que existem nos EUA, o cuidado com o dinheiro público e sua correta aplicação para gerar os benefícios e/ou resultados previstos no projeto.</div>
<div>
Várias vezes surgiu a questão do reação dos PIs (coordenadores de pesquisa, cientistas, "principal investigators") diante do gestor de pesquisa que é responsável pela adequação às regras e aos trâmites necessários. Se falou que os cientistas mais jovens, em geral, são atenciosos, tem consciência da importância da gestão correta, embora haja uma necessidade (imagina o quanto isto é importante no nosso país) de melhorar o treinamento dos jovens. Muitas universidades americanas, ao contratar um jovem pesquisador/professor, obrigam ele a participar e ser aprovado numa atividade rigorosa de capacitação. Quanto aos mais velhos, risinhos na platéia, e o comentário de que estes são quem mais precisam destas capacitações, mas na prática e sem meias palavras, eles estão prestes a sair da vida universitária e, com isto, abrir espaço para novos pesquisadores melhor formados. Várias pessoas ilustraram casos em que pesquisadores que se recusavam a atender os preceitos de treinamento e atualização nas rotinas de gestão, eram demitidos. Esta rigorosa determinação por excelência fica clara nas exposições e discussões deste workshop, o que nos falta muito, nas nossas Universidades brasileiras. Nota-se claramente que este conjunto de profissionais da gestão em pesquisa tem consciência da importância do seu trabalho e que as instituições norte-americanas os tem como elementos do mesmo nível de importância do que os cientistas. Estas duas comunidades fazem trabalho diferente mas convergente e completar e a otimização do tempo do cientista para o estudo, a reflexão, a criatividade e o trabalho em si da investigação é uma razão fundamental para a produção vigorosa e inovadora da ciência nos EUA e demais países com mesmas características de gestão e promoção de ciência de alta qualidade.</div>

Uma boa parte do workshop, de dia inteiro, foi sobre despesas "aceitáveis" ou "não-aceitáveis ou não-financiáveis": imagine isto acontecendo no Brasil: o funcionário do "escritório de apoio a pesquisa" liga para o pesquisador principal de um projeto para dizer que tal despesa não pode ser coberta pelos recursos do auxílio. Aqui nos EUA eles também teriam problemas com isto, porém já há uma mudança de cultura, de tal forma que, como uma das coordenadoras do workshop falou, apenas 10% dos cientistas resistiriam a esta abordagem, e quase todos estariam fadados a sair da vida acadêmica, por demissão ou aposentadoria.</div>

Foi também salientado o quanto é fundamental, obviamente, o compromisso com este grau máximo de busca da excelência, por parte do alto escalão da administração unversitária.</div>

Minha condição na platéia foi muito peculiar. Não sou um gestor de pesquisas, estou na interface, momentaneamente. Não entendia quase nada dos detalhes, siglas, "budgets items". Me senti como um estranho no ninho, como efetivamente sou. Mas extasiado do quanto temos que desenvolver este grupo de colaboradores, elevados à condição de igualdade com a comunidade de cientistas, para o bem maior da ciência e das instituições.</div>
